As for why NASCAR didn't throw the caution, the 00 and the 6 wrecked on the other side of the track on the last lap. Safety crews were on the scene immediately because they knew they wouldn't be racing back around again to that part of the track. I don't have a problem with NASCAR not throwing the caution then, but when multiple wrecks started to occur (Tony), then they need to throw that caution because they need to get the safety people to different places.
